On April 24, 2020, the President of the Russian Federation signed Federal Law No.134-FZ dated April 24, 2020 “On Amending the Federal Law “On Citizenship of the Russian Federation” simplifying the procedure for granting Russian citizenship to foreign citizens and stateless persons” (hereinafter referred to as “Federal Law No. 134”).

On April 18, 2020, the President of the Russian Federation issued Decree No.247 suspending the duration of certain documents held by foreign citizens for the period from March 15 through June 15. The Decree applies to foreign citizens who have arrived in the Russian Federation both on a visa and visa-free basis. The Ministry of Internal Affairs responded promptly and issued guidelines on how to apply the provisions of the Decree.

Professional migration agency TIM Services and law firm TIM Advisers hereby inform you that Decree No.274 issued by the President of the Russian Federation on April 18, 2020 suspends the running of the statutory periods of temporary stay, temporary or permanent residence or registration at place of stay or residence for all foreign citizens who have arrived in Russia both on a visa and on a visa-free basis between March 15 and June 15 if so suspended periods would otherwise expire between March 15 and June 15.

On 11 April 2020, Mayor of Moscow, Sergey Sobyanin signed Decree №43-УМ “On the approval of the Procedure for processing and using digital passes for moving around the territory of the city of Moscow during the period of high-alert regime in the city of Moscow”, according to which special digital passes are introduced for trips in Moscow and the Moscow Region on personal and public transport.
